Parent and Family Engagement

District Parent and Family Engagement Plan

PART I. GENERAL EXPECTATIONS

All Splendora Independent School District graduates will be self-motivated, confident, adaptable learners, critical thinkers, and productive citizens. To accomplish this vision, we will develop and maintain partnerships with parents and community members. Each student will benefit from the supportive, active engagement of all members of the population. A positive link between home and school will create the most conducive learning conditions for every child. These open communication lines will expand and enhance learning opportunities for everyone involved.  

Splendora ISD intends to include parents in all aspects of the Title I program. Students will be given every opportunity for success through the development and enhancement of the home and school partnership.

  • The school district will implement programs, activities, and procedures for the engagement of parents in all of its schools with Title I, Part A programs, consistent with section 1116 of the Every Student Succeeds Act (ESSA). Those programs, activities, and procedures will be planned and operated with meaningful consultation with parents of participating children.
  • Consistent with section 1116, the school district will work with its schools to ensure that the required school-level parental engagement policies meet the requirements of section 1116 of the ESSA, and each includes, as a component, a school-parent compact.
  • The school district will incorporate this district-wide Parent and Family Engagement Plan into its LEA plan, which was developed under section 1116 of the ESSA.
  • In carrying out the Title I, Part A parental engagement requirements, to the extent practicable, the school district and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1116 of the ESSA in an understandable and uniform format and including alternative formats upon request, and, to the extent practicable, in a language parents understand.
  • If the LEA plans for Title I, Part A, developed under section 1116 of the ESSA, are not satisfactory to the parents of participating children, the school district will submit any parent comments with the plan when it submits it to the State Department of Education.
  • The school district will involve the parents of children served in Title I, Part A schools in decisions about how the 1% of Title I, Part A funds reserved for parental engagement are spent and will ensure that not less than 95% of the 1% reserved goes directly to the schools.
  • The school will work with parents and the community to improve the educational environment through open forums, online feedback, and partnerships with faith-based organizations and other community organizations.
  • The school district will be governed by the following statutory definition of parental engagement and expects that its Title I schools will carry out programs, activities, and procedures following this definition:

Parental engagement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including:

  1. Parents play an integral role in assisting their child’s learning;
  2. Parents are encouraged to be actively involved in their child’s education;
  3. Parents are full partners in their child’s education and are included, as appropriate, in decision-making and are active on advisory committees to assist in the education of their children;
  4. The carrying out of other activities, such as those described in section 1116 of the ESSA.

Part II. DESCRIPTION OF HOW THE DISTRICT WILL IMPLEMENT REQUIRED DISTRICT-WIDE PARENTAL ENGAGEMENT PLAN COMPONENTS

  1. Splendora ISD will take the following actions to involve parents in the joint development of its district-wide Parent and Family Engagement Plan under Section 1116 of the ESSA:
  • An Advisory Committee consisting of parents, teachers, principals, and community members will meet to jointly develop and agree upon parent engagement guidelines for our school system. Special attention will be given to recruiting parents of children in the Title I program.
  1. Splendora ISD will take the following actions to involve parents in the process of school review and improvement under Section 1116 of the ESSA:
  • Splendora ISD uses Title I funds to provide school-wide services for all students. Each school year, Splendora will hold one annual meeting to review Title I guidelines and services offered throughout the district. Copies of the district’s current Parent and Family Engagement Plan and the school-parent compacts will be available at the meetings. Parents will be encouraged to become involved in revising and updating the plan and compact as necessary, and parent volunteers will be recruited for the various district committee appointments.
  • The meetings will be held at a convenient time and location. Notice of the meetings will be provided through the parent notification system and website. Translators will be available to help non-English-speaking parents/caregivers.
  1. Splendora ISD will provide the following necessary coordination, technical assistance, and other support to assist Title I, Part A schools in planning and implementing effective parental engagement activities to improve student academic achievement and school performance:
  • In accordance with Title I regulations, the campus leadership team will provide an outline to enable the school and parents/guardians to share responsibility for student performance and success. These compacts explain how students, parents/guardians, and staff will share responsibility for promoting student achievement.
  1. Splendora ISD will coordinate and integrate parent and family engagement strategies under the following programs:
  • Spanish translators will be provided for parents as needed
  • Information will be provided in Spanish when needed
  • Provide Pre-K program
  • Parents may contribute through volunteer programs
  • Parents may contribute by creating a supportive home environment
  • Parents are invited to participate in parent-teacher conferences
  • Parents are invited to help plan and participate in parties and field trips
  • Parents may participate by attending school meetings
  • Parents are invited to serve on committees
  • Parents are surveyed to get their input about school
  • Parents are invited to eat meals with their children
  • Parents will be provided resources to monitor and assist student progress from home
  1. Splendora ISD will take the following actions to conduct, with the engagement of parents, an annual evaluation of the content and effectiveness of this Parent and Family Engagement Plan in improving the quality of its Title I, Part A schools. The evaluation will include identifying barriers to greater participation by parents in parental engagement activities (with particular attention to parents who are economically disadvantaged, disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). The school district will use the findings of the evaluation about its parental engagement plan and activities to design strategies for more effective parental engagement and to revise, if necessary (and with the engagement of parents), its parental engagement policies.
  • The DEIC Committee will review and evaluate all aspects of the parent and family engagement program. Parent surveys, including questions about the program's effectiveness, will be distributed, and the results tabulated. Teacher surveys and teacher contact records will be used to determine the number and kind of interactions between the school and parents. Based on the results of this annual review, the DEIC Committee will revise the district parent and family engagement plan.
  1. Splendora ISD will build the schools' and parents’ capacity for strong parental engagement to ensure effective engagement of parents and to support a partnership among the school involved, parents, and the community to improve student academic achievement through the following activities specifically described below:

A. Splendora ISD, with the assistance of its Title I, Part A schools, assists parents of children served by the school district or school, as appropriate, in understanding topics such as the following by undertaking the actions described in this paragraph –

  • the State’s academic content standards,
  • the State’s student academic achievement standards,
  • the State and local academic assessments, including alternate assessments, the requirements of Part A,
  • how to monitor their child’s progress and
  • how to work with educators:
    • Schools will conduct workshops or open meetings on content standards, achievement, and assessment, as needed.
    • Schools will address these topics at one or more of the following events: PTO meetings, Reading Night, Math Night, Meet the Teacher Night, Book Fairs, and/or public campus improvement meetings.
  • have information available for mental and health assistance from other agencies

B. Splendora ISD, with the assistance of its schools, shall provide materials and training to help parents work with their children to improve their children’s academic achievement, such as literacy training and using technology, as appropriate, to foster parental engagement, by:

  • Budgeting funds at the school level for purchasing materials
  • Providing a district website
  • Providing parents access to students’ grades online

C. Splendora ISD shall, with the assistance of its schools and parents, educate its teachers, pupil services personnel, principals, and other staff on how to reach out to, communicate with, and work with parents as equal partners in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools, by:

  • Encourage campuses to provide staff development that focuses on positive communication activities as well as effective ways to work with parents, students, and members of the community.
  • Provide funding for staff development as requested.

D. Splendora ISD, to the extent feasible and appropriate, will coordinate and integrate parental engagement programs and activities that encourage and support parents in more fully participating in the education of their children by:

  • Employing a Parent and Family Engagement Coordinator
  • Distributing parent resources at parent conferences and/or through student folders
  • Hosting awareness activities at school
  • Providing parents with information about higher education opportunities for all students through open communication with the counseling office.

E. Splendora ISD will take the following actions to ensure that information related to the school and parent programs, meetings, and other activities is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and to the extent practicable, in a language the parents can understand:

  • The district will continue to encourage campuses with bilingual programs to provide newsletters and other parent notifications in at least English and Spanish.
  • When requested, information will be available through social media (Facebook, Twitter, and Instagram), the SISD website, and hard copies.
  • Information may be sent through the SISD notification system.

Part III. ADOPTION

This District Parent and Family Engagement Plan has been developed jointly with and agreed on with parents of children participating in Title I, Part A programs, as evidenced by the District Education Improvement Council (DEIC) designee’s signature below.

This plan was adopted by the Splendora ISD District Educational Improvement Council on November 12, 2025.
